A battery whisk and an electric jug are sometimes grouped under “milk frother”, but they solve different parts of the drink. The first makes bubbles in whatever liquid you supply. The second can heat and aerate in a controlled vessel. That difference determines whether you need a microwave or hob, how much you clean, and how repeatable the result is on a busy morning.
Handheld: minimal kit, more judgement
The Bodum Schiuma 3040-01 is compact and inexpensive. Put a small volume of milk in a tall, suitable vessel, start with the whisk submerged to limit splashing, then aerate gently. For a hot coffee, warm milk separately and avoid overheating or a vessel that is unsafe for the heat source. The whisk is not itself a temperature control. Electric jug: heat and repeatability

Texture is the real limit

If a short, coffee-forward flat white is your priority, compare machines with milk options instead of expecting a cheap whisk to behave like steam. If the goal is simply warm milk and convenient foam, a jug may be enough.
